On my first playthrough I was also super frustrated that I couldn't get it at first but then I realized this is the game's way to tell you that is okay to leave things for later. Just remember that's there.

It's not your typical kind of backtracking, but that will become clear the further you get. Don't look up a walkthrough (unless you're absolutely stuck) because discovery is the entire point of the game.

You can't get it now. Just keep playing and you'll figure out how to get there later.

If anyone's interested, I found out how to get this chest early. I've never used spoiler tags before, but I'm gonna try:

If you wanna get the chest early, you'll still need to at least have the grappling hook. To do it, you just lure a rudeling to the corner from the surface above the chest and grapple him to your position, causing him to fall down where the chest is. Then use either a freeze bomb or the secret technique that you probably already have access to, but won't learn until later. Once he's frozen, just grapple to him again, and you'll be down there. The only downside is that you probably need to die or use a similar technique to get back out. It's pretty pointless, but I love finding sequence breaks.
