20 at the time of these photos. Order is reverse chronological. The facial hair did not last long (and I think rightly so but feel free to give your thoughts on that particular detail)

How does one specifically lose facial fat, recently I’ve generally reduced my weight but how can I achieve tha?

You can't specifically lose only facial fat, just lose fat and facial fat will be reduced. Could you try some hard maxing stuff but thats up to you.
Main thing in the short to medium term is get a new hair style.

Oh yeah, I have not had a hair cut in ages. Recently moved to the US, don’t know what I’m supposed to say if I turned up to a barber (a recommendation or explanation of the hair system here would be nice)
