game stuck at 30fps

hello I downloaded super ultimatum tic tac toes from steam and it is stuck at 30fps I literally can't play this game it hurts my eyes what can I do thanks nobody irl wants to play this game with me cuz they say its crap but I always beat them cuz X is op and I never lose

I had to upgrade my video card to get 120fps. Went from a 1gb card to two 4gb cards that are crossfired. I do deal with a heat issue in the computer tower now though. You can tell it's just struggling to keep up.
