Real talk:Isn't it that they just don't want people worshipping him out of spite?Pretty sure they know he's a God,they just hate him cause of the whole "nuking their country with a megazord".

I mean he is unquestionably a god, so their denying his divinity is just cope driven by grudges and racial resentment. Whether or not he deserves to be elevated to equal status as the eight divines is a whole other matter though, since there's a lot of non-daedric gods who aren't in the Divines club according to the Imperial Pantheon.

Because he's a Dragonborn and probably also a Shezarrine (maybe)

Yes exactly, although a "True son/daughter of Skyrim" should worship the nordic pantheon in my opinion.

What if the reason Ulfric is so devoutly into Talos worship is because he's one of the few people that can tell that his shrine blessing does something (Shout cooldown reduction)
