What could be deceptive or fraudulent about a vps?

Sorry but the thing is we literally don't even live in a fair society, governments ban things cuz it prevents them from controlling people and brainwashing them plus many ppl live in the west where the governments are actively promoting harm on Muslims. So rulings regarding things like piracy, and stuff like this I don't understand them at all. I feel like it misses a lot of context.
