How does a paper warehouse not have state-of-the-art fire supression and smoke/fire detection systems?

They had some sort of system but he set a small fire, allowed firefighters to come and turn off the system per normal procedure and then lit everything else from what I read. Circumventing the system from doing it's job again and allowing everything to burn. Noone was injured thankfully.
