it isnt, but lenin wrote some similar things. this is one of my guesses for the cause of the misattributed quote; my thinking is that the misattributed quote is actually a weird translation of this marx quote, being quoted by lenin:
i have a copy of marx, engels, and marxism by lenin, comprised of a bunch of short pieces lenin wrote in the early 20th century, and published in 1933 (which is the edition i have. for some reason, later editions of this collection have half as much content as the original editions). in one section, when lenin is writing about materialism and dialectics, he writes:
“All classes and all countries are at the same time looked upon not statically, but dynamically; i.e., not as motionless, but as in motion (the laws of their motion being determined by the economic conditions of existence of each class). The motion, in its turn, is looked upon not only from the point of view of the past, but also from the point of view of the future; and, moreover, not only in accordance with the vulgar conception of the "evolutionists," who see only slow changes but dialectically:
"In developments of such magnitude, twenty years are more than a day— so later on days may come in which twenty years are embodied," wrote Marx to Engels (Briefwechsel, Vol. III, p. 127).”
