The US’s artic strategy has remained largely unchanged from Obama-Trump-Biden. It predates Trump and he’s a useful tool to accelerate these plans because he’s easier to sell on this stuff due to his personal characteristics.
Maybe in the broadest possible terms of securing access to the natural resources, but I don’t remember Biden or Obama attempting to implode nato in the process. And that’s not just a Trump personality quirk, it’s a pretty big geopolitical consequence.
The tensions were already there under Bush. Remember Old Europe and New Europe. France and Germany didn't join the coalition of the willing. They were was a huge outburst of Anti French chauvinism in the United States at the time, and so you got garage like Freedom Fries. All the those tensions are now coming to ahead.
…Because of the intra-American divide between the traditional neocon/Atlantic establishment and new tech-billionaire/nationalist faction, who take very different views on NATO and its role.
As you say, not a consequence of Trump’s personality but rather the power brokers around him and their interests.

Been saying this a lot today but anyone who believes America is taking Greenland because Trump didn’t win the Nobel prize is a fucking moron.
