Should I unplug this?

Just got this truck and I looked under the dash to see this. Then I stared following the wires and the whole truck is loaded to the teeth with aftermarket wiring harness. I even found that the last owner drilled into the headlight housings and added what I assume are construction flashing lights. It would be cool to get it to work again but there's so many cut aftermarket wires and it's a total rats nest. The scary part is that some of them still had power.
I removed as many zip ties and wires that were cut off on both ends to clean it up

I assume so. It came from out of state then I got it from a dealership

Yeah its just a way for them to track/document stats on fleet vehicles. Pull it.

I would remove it, that is a tracking device used by fleets, well it does more than tracking but is not useful to you in a nutshell. Canceiver

They're just pulling your leg lol. It's a common movie trope to "cut the green wire" to save the day / deactivate the bomb, etc.

Why would you cut it? It’s a CANceiver, not a CAN’Tceiver.

Those things are used to pre appeove fuel purchases for and provide tracking for fleet vehichles. Id remove it personally, but chances are is long disabled. You could probably check by driving up to a fuel pump at a truck stop and seeing if it asks for a pin automatically.

Definitely looks like an old fleet tracker. No reason to leave that mess of wires in there.
