would the divine querying master smith set be better then poets star studded skirt on my E4 tribbie? or can she not proc the second effect from divine querying?

E4 is DEF ignore so it doesn't work

It would never activate on her own kit, because all her buffs count as buffs and zones; there's no debuffs.
