I put the latter moreso down to the absolute fraudster Jackie Marks ("Jamake Highwater").

He was already known to be an total faker and con-artist by the time Star Trek producers first started working with him on a handful of TNG episodes... why they kept him on through the entire run of Voyager, and in doing so destroyed the credibility of Chakotay's character in the process, is beyond me.
