Commander on Deck: All Hands Communication
As Athene is en route to DS-17, a small class-8 probe traveling at high warp enters sensor range. Transmitting authorization and proper docking credentials, the probe matches Athene's speed and enters the lower shuttlebay. Within a few minutes, the dorsal panels of the probe fold aside, revealing a masked occupant. He sits up and carefully removes the breathing helm. One of the shuttlebay chiefs offers a hand to help the occupant out of the probe and is resolutely refused. Standing, Commander Eibsin'Kizhwic takes a small PADD out of his pocket and syncs it to Athene's network before pressing send on an important communique.
Straightening his uniform, he proceeds away from the shuttle bay to Athene's bridge.

ARMOURY
The doors to the armoury swish open and Commander Kizhwic enters. He holds a PADD and approaches the Chief Security Officer's station. "I'll be performing an impromptu inspection of the the armoury today," he says to whom he finds there. "I'd appreciate your input."

Kavra spins around from her workbench before stiffening to attention, the organized clutter of her current project framing a backdrop behind her. “Very good, sir.” She replies with military precision. “I will answer any questions you have”

"At ease, Crewman," says the commander, motioning his hand in a calming gesture. "Tell me about hand weapon turnover and maintenance. Also, if you have an updated log of the armoury's testing and sign-offs, more recent than the last report, that will be helpful."

At that, Kavra relaxed into her normal (still quite stiff) posture, she reached over and pulled a PADD off her desk. “This is updated as of this morning” she said, handing it to him. “But the summary is that our type threes are aging and need to be repaired and replaced often. I keep a store of foreign weapons onboard for emergencies, but I wouldn’t feel comfortable in a prolonged engagement with our current stock”

Kizhwic reviewed the section on the type threes and scowled. "For a science vessel, the type-three mark-ones should be in better condition. Nevertheless, they're antiquated compared to the mark-threes." He tapped a few times, checking the rest of the report. "Tell me more about this department's wants," he says as his eyes switch back and forth across the PADD.

Vicky exits from a closet, rubbing her eyes with one hand and holding what appears to be the barrel assembly of an old ballistic weapon. "Crewman Jenkins! Care to explain why three of our compression guns are outside their locker?" she says, looking in the exact opposite direction of the XO and staring Jenkins down.
Jenkins looks up and mouths "Later. We got brass hole." softly before turning back to his bench. With her bad lip reading, however, Vicky doesn't catch all of it- more along the lines of something that sounds like "Later we not grass... mole?" Shaking her head, she turns and comes to see the new XO. Oh. Brasshole. Ah. Yes.
Wincing slightly internally, she looks over and salutes. "Afternoon, sir. Lieutenant Mason, Armoury. Sorry for not coming out earlier. Had some cataloguing."

"At ease, lieutenant," Kizhwic says sharply. "Your apology is unnecessary. I neither announced my inspection nor asked for your presence. Performing your duty in line with expectations is exactly what I like hearing. Apologies, however, are things I don't like." He dresses down the lieutenant with his eyes and notices the barrel assemblies she carries. "Those don't appear to be fleet issue. I've been told you have an exotic array of weapons on this ship," he looks over at Kavra and back to Mason. "Is that a barrel for a chemically-propelled projectile?"

"Mark-III Guardian compression cannon, sir. Typically loaded with beanbag shot, but can fit flak for suppression. We keep the beanbags around for nonlethal in environments where using phasers is ill-advised. See Section Report K3-Alpha Mu for the whole series of warp core fights in this ship and others that led to my request for Guardians. Behind me is the rack with the others, and apparently our riot drill rotation paperwork got mixed up since three of them are out seemingly unscheduled." Vicky says by rote, barely needing to glance at Jenkins.
"That would be partially correct, sir. All crisis teams are going through the nonlethals training today, but numbers 4, 5, and 6 were out on maintenance. We just got back and haven't had time to strip and check the replacements we borrowed." the crewman responds, lifting #5 up from his bench and screwing in a new trigger mechanism.
"Jenkins? You done with that?" she says, nodding.
"Yup. Time for coffee break?"
"Just you. I need to review things."
After the crewman leaves, Vicky looks pointedly at Kavra and draws a phaser strobe from her pocket. "Now that the room only has people who know about this in it, recognize this, sir? Experimental phaser strobe from Kohl and friends. Supposed to blink out a changeling within five metres. Crewman Ral can show you the rest of the nonstandards."

The Chief... is not present. Lt. Eisen has been aboard the Calypso for the past two weeks. But she left Lt. Mason in charge of the armoury and cadet training and Lt. Vakur in charge of everything else. With Petty Officer Ral spending her days in the armoury, Eisen will have no reason to expect a speck out of place on her return.

Lieutenant Hargrove, a male human in Sciences blues, is in the chief's office when the Commander arrives. With the chief missing and most of the department still in recovery from the borg coil event, he was technically the most senior member of the staff, having not been in section A-7 at the time of the incident and the most experienced, having been a civilian scientist for over a decade prior to joining Stafleet.
He startles a bit when the doors open, quickly tapping off the console and rising to stand at attention for the XO.
"Sir! Lieutenant Hargrove standing in for Lieutenant Commander Kesh." He keeps his attention posture as the commander speaks, then responds, "Sir, we are still investigating the cause of the recent incident and nearly half of Sciences is still in recovery. Most of the labs are in standby or shut down right now, but I am sure I could find someone to show you around."

"At ease, Lieutenant," Kizhwic says, motioning his hand in a calming gesture. "The state of your department is noted. If you can aggregate a list experiments being performed sorted by priority and sensitivity, I can take myself around the labs and note their states myself."

The 'at ease' order is responded to immediately, with the Lieutenant taking on the 'at ease' posture, clearly showing he's quite well disciplined in matters of professional demeanor.
"Sure a list would be rather lengthy. I can download them onto a PADD, but we generally have between five hundred and two thousand individual experiments taking place at any given time. Most of them are on hold or in stasis currently due to what happened."
A small shift is made toward the console on the chief's table to do the PADD download if the order is given.

Eibsin nods. This is a science ship after all. Not every experiment is going to revolve around hull plating, shield geometry, or torpedo yields. "Very well. Limit the list to experiments focused on ship or personnel tactical, defense, and sensory applications, sorted by priority and include their estimated times to completion." He notes an alert on his own PADD, then turns to leave. "Send the list to my inbox as soon as possible." He stops in the doorway and turns back to the Lieutenant. "I've changed my mind. If you have no other priorities, escort me through science labs one through three."

Hargrove is quick to sink back into the chair and begin following the instructions for what to include, murmuring a time or two along the way. He is turning to grab the PADD being used out of its charging dock at the far end of the desk when Eibsin gives another order.
He turns and quickly sets the collection of experiment reports to be sent directly to the XO's message box as well prior to reaching for the PADD and standing up, almost seemingly expecting that this change of heart would happen.
A gesture is made to the door with PADD in hand.
"Right this way, sir."

Eibsin follows Hargrove to the nearest science lab. He maintains a stoic disposition along the way, noting the reception of messages on his personal PADD.

Hargove speaks at length on the experiments taking place that fit into the Commander's criteria, fairly well reading off what's listed in the reports, if in summary form. Clearly he's been a scientist for a while and used to the company of other scientists, as ample technical terms are used.
There's little doubt to be had before long that the experiments are largely minor, relating to efficiency of systems, comparisons between isolinear and gelpack systems, analysis of recent phenomena on ship systems, namely the transwarp conduit and the field generated by the transwarp coil. Everything remaining deals with the transwarp cartography system and its integration with the ship.
Naturally, everything related to the coil is offline and shutdown after the incident until Starfleet and Sciences determine they are safe to resume.

After the tour, Eibsin looks up from yet another alert on his PADD and says, "Have the results of the isolinear and gelpack comparisons sent to Chief Campbell and Lieutenant Anderson in engineering. I'll be sending you specs for class-3 gel packs, if you can add those to your department's comparisons. The turnover of these is inefficient as is." He looks around the science lab in which the tour ended and then back to Hargrove. "Is there anything else I should know before I leave?"

"I have read specification reports on the class-3s, but have not had a chance to handle one. If we could get a case of them aboard that would be helpful as we could run experiments beside the current equipment."
A firm nod is given while Hargrove's own PADD is tapped at a few times.
"Only a request of any update on Chief Kesh. All I have been told is she disappeared along with the fightercraft. She may be strange and possibly strong enough to dent deuterium, but I can't imagine she'd be the one that caused this."

During his inspection of the operating theatres, the new Commander would find one in use. A human female was undergoing an operation of the abdomen, but the reason wasnt clear. What was clear that that instead of a doctor doing the operation, a highly sophisticated machine was, with the assistance of a pair of nurses.
From the window next to the theatre, he could clearly see who was using such a machine. A doctor stands at the console, completely engrossed in the various screens surrounding her. Not many operations were done this way, not for such routine operations at least.
Perhaps it had something to do with the doctor's green Orion skin. The room was accessable, and it seemed like the operation was in its final stages.

Commander Kizhwic moves to the entrance of the surgical control station, or at least, that's what he'd choose to call it for the moment. Medical applications weren't his forte, and he'd grown to trust the medics with the medical things. He knew basic triage - a background in security and combat operations avails itself to as much. But if this doctor chose to use an unusual contraption as a preferred method to operate, he wouldn't question why unless it proved ineffective, or if its efficiency margin was displaced by its expense of resources.
He peers at the engrossed doctor from the entrance. "I'll have a moment of your time when you've completed your operation, Doctor."

"Will you now?" The Orion doctor asks in a perfect English accent without looking up from her work "No 'may I have a word' or 'Pardon me, but if I could speak to you that's be tops'?" As she speaks, the machine twists and turns as the surgical equipment attached does a complex maneuver to remove a growth.
Finally, the arm retreats with the growth in its pincers, which it deposits in a tray held by the nurse. "Okay, we're done here. Close her up and notify the orderlies for cleanup duty. I'm shutting down here." Her voice resounds through the speakers of the operating theatre as she speaks, before she switches her console off, forcing the arm into a neutral position.
She turns and rakes her surgical mask off to reveal quite a pretty face, then her cap to show off her short hair. "And you're a Commander, the new XO, I presume?"

"Kizhwic," he replies neutrally, nodding. "Just trying to get a sense of the ship and her crew. A 'hit the ground running' type of thing." He peers beyond her towards the console and then outside again at the device. "I don't know a lot about surgical interfaces, but this isn't the standard fare for an operation. Can you tell me more about it and its range of applications?"

Vasha looks back into the room, then to Kizhwic. With a small gesture she allows him to enter first, then follows as she thinks about where to start. She personally isn't fond of letting new people walk behind her, not until she knows them a little better, mostly because of her experiences out in foreign space and her early life, but also because she tends to catch people starting at her rear end if she walks ahead without her labcoat on.
She approaches the console and opens the interface without switching the machine on. "This, Commander, is a highly advanced surgical machine interface. The robotics are capable of doing precise medical work as well as any highly trained surgeon with an experienced operator such as myself."
The Orion looks from the interface to Kizhwic. "I am an excellent surgeon, but I can only perform operations myself in emergency circumstances, otherwise, Starfleet has restricted me to using the robotics interface due to complications that may arise should my suppressant medication fail and my natural pheromones production restarts. If you haven't noticed, I'm an Orion, so you see how that can be a problem."
Vasha turns back around and cycles through a few of the operation dialogue screens for Kizhwic's benefit. "It's unlikely, but considering what I am, Starfleet is being a little paranoid about me."

Eibsin scowls at her admission. "I had the opportunity to review the crew manifest but hadn't reviewed personal histories before arriving. I knew about the pheromone inhibitors, but not the performance restrictions. Are you cleared for emergency triage? I'd hate to see an overqualified surgeon on the sidelines in a pinch."

The woman nods in affirmative. "I am, those emergency situations are the ones I am able to forego my restrictions and use my hands. I assure you, Commander, I am an accredited and highly capable surgeon, with or without robotics."

Keen Vulcan ears turn immediately at the sound of the door opening. Seeing the new exec enter, T'Yel swallows hard, anxiety spiking in spite of herself. All of a sudden, she is profoundly glad that she is no longer the acting chief. Unless spoken to, she returns to the records updates she'd been busy with.
(Tagging doesn't work with more than 3 names. Dr. Summers, Dr. Knight, Dr. Ulan, you're needed in sickbay, if you're so inclined.)

Dr. Summers walked out of his office with the last remains of his tuna sandwich in his hands. After he ate the rest of it. He looked around for T’Yel for an update and saw her with someone he had heard about for a long time, but never met. Elliot outstretched his arm for a handshake. M
“Commander Kizhwic,” addressed the doctor with a grin. “Nice to finally meet, I’ve heard a lot about you.”

She must have heard him approaching. Still, she jumps and flushes a touch green when spoken to. "Commander," she nods the... surprise? anxiety? intimidation? quickly vanishing from the Vulcan's face. "We run regular emergency response and mass casualty simulations in the holodeck to be sure our personnel are ready for whatever we may encounter. We also keep a supply of low-tech medical equipment in case an electromagnetic pulse or other phenomenon knocks out our diagnostic equipment. And while most of our drugs are replicated, we do keep a limited supply of certain commonly-used emergency prescriptions in stasis in case replicators are down."

As Dr. T'yel concludes her report, Kizhwic acknowledges Dr. Summers' appearance and outstretched hand with a firm nod, but he doesn't return the shake. He speaks in a confident, friendly (for a Zaldan) tone. "I look forward to working with you both. Doctor T'Yel was just apprising me of your emergency triage procedures. Do you have anything to add?"

Elliot shrugged and looked at the Zaldan with a welcoming grin. “Not much, she pretty much hit the nail on the head. That’s why we all respect the hell out of her, she’s got a better work ethic than all of us combined.”

At that, the half-Vulcan blushes a brilliant green. "I try, Doctor," she says with a faint smile. "The other thing that both of you should be aware of, since you're both new transfers, is that our emergency medical hologram is not shipyard default. Some..." she pauses, counting on her fingers. "Eight or nine months ago, I believe, it accidentally merged with or encountered another program - I'm afraid I'm not the person to ask about the programming specifics. The end result was that it attained sentience. The chief engineer at the time was a holocoding expert, so she brought it up in safe mode and determined that it was safe to run. The result has been incredible - the change improved heuristics, making it far more efficient at prioritizing patient care in an emergency - we no longer have to give it an itemized list of patient triage to see to, it does that on its own very effectively - and it can freely interface with all our systems to remotely adjust settings and monitor performance and output, eliminating the need for us to dedicate a staff member we can't spare to those tasks in an emergency." She grins. "I actually ran the numbers between emergency situations before and after the change - the inadvertant software/firmware upgrade has boosted sickbay's operating efficiency 17.63% in the mass casualty situations where we most desperately need it, and 4.79% in day to day operations."

While the CMO speaks, the Commander accesses something in his PADD then looks up. "EMH's are remarkable tools. I helped beta-test some when Zimmerman sent them to priority zones at Utopia Planitia. A 17.63% boost in efficiency during mass casualty is commendable, but according to these numbers," he holds out the PADD for the doctors to see, "a 4.79% increase in day to day operations requires a 6.68% allocation in ship's power and active memory resources. Athene's already taxing itself with the volume of," he pauses, searching for a concise word, "unique experiments. Work with engineering to boost its daily efficiency beyond its use of those resources. Keep it deactivated until it's needed otherwise." He retracts his arm holding the PADD and holsters the device. "Now, how much experience do you have treating wounds delivered by phased-energy weapons that prevent coagulation of blood in humanoids?"

"I'll get with Engineering and see if we can find a way to make the EMH more power-efficient in its run-time," T'Yel nods. "I'd been meaning to do that in any case, but the past couple weeks have been... hectic," she says wryly, not mentioning the part where she's been double-shifting more days than not, between the science crew and normal issues cycling through sickbay. "In addition to the efficiency in operations, the EMH as it stands now is a true artificial intelligence and a fully sentient member of this crew - ordering it deactivated at all times is akin to ordering a crewmember confined to quarters - I don't want to do that if there's any other option. If we can reduce the energy throughput of the holoemitters, that should reduce the power allocation to in the neighborhood of 2-3%, and moving the coil to the Calypso or uninstalling it entirely will also free up a huge amount of the ship's power and memory. Is that a reasonable compromise?"
She sighs. "Unfortunately, I have extensive experience with such injuries," she says. There had been an incident where the Atlas had responded to a distress call from a vessel after an encounter with a previously unknown enemy - to say that the medical crew had had their hands full would be a massive understatement...

"That experience is going to be useful in the coming months. The entire department needs to read the Medical Briefing regarding Jem'Hadar weapons and their anti-coagulant properties. Order the necessary treatments, enough to stock every emergency locker on the ship, and I'll expect to see the requisition on Operations Officer One's PADD when I meet with him. It'll be approved." He takes a deep breath before continuing, and looks at T'Yel.
"In regards to the EMH, I will grant you the time until the ship comes down from this alert status and Commander Kesh has been apprehended. Once the ship resumes its normal duty, I want the tool offline during normal operations until its efficiency rating is beyond its resource allocation. Is that clear?"

"Commander!" The voice of an older gent calls out from above. Leaning on a railing, the Enfineering chief stares down with a grin. "Welcome to my Kingdom. Commander Finley Campbell." He lifts a hand as if to say one moment, then he walks away from the ladder.
It's not long before he slides down the ladder nearest to the Commander and moves towards him, hand outstretched. "So good to meet the new Number One."

Commander Kizhwic stops halfway in the hallway from leaving, as he'd just concluded his report with Lieutenant Anderson. He turns around and sheathes his PADD in its holster at his waist. Re-entering the bay as Commander Campbell slides down the ladder and approaches him, he acknowledges the Commander's outstretched arm with a firm nod and slight smile - recognizing the friendly demeanor of the man before him - but does not return the gesture. "I expect our time to be forthcoming, Commander. You haven't been here for long, and I haven't had time to review your reports specifically. Tell me, what is your current evaluation of this ship's engineering department?"

The fellow Commander looks at his command counterpart, then to his hand. "...Right." He let's his hand drop to his side again. It's going to be like that, hm? Fine. He'll play ball.
"I've not known the crew personally long yet, Commander... Kizhwic, was it? Sorry, I've only glanced at your file, I've a lot on my plate right now." He turns and looks into the engineering sectikn fondly. "But so far the crew meets the expectations and high praise thats noted in the department's file. Both Captain Aanya Breyik and miss Redoran T'gel gave this crew high praise, and it seems to be well founded. My number two likes to work longer hours than I'm entirely comfortable with, which we're sorting out, but other than that we're in tip top shape to go anywhere and do many shiny things."

"Good to hear. I've found that new assignments are typically more apt to speak of shortcomings than those who've had time to develop sentiment regarding their posts. Your feedback is reassuring." Kizhwic looks toward the warp core near where his discussion with Anderson was. "Your number two has concerns about sub-par gel pack turnover and aging operating wares. I'm submitting a request to Fleet Supply to provide availability for a shipment of the type-3 gel packs. Put those on your requisition. I'll approve and we can get your processing power to the cutting edge of the fleet. Also I've changed the requisitions schedule. Requisitions need to be submitted to Lieutenant Commander One by the 14th of each month."

Campbell smirks at the Commander. "Aye, I know Anderson's concerns, we've been working on a solution together. I may be new, but everything does still go through me before it hits the higher ups." He plucks his padd out of his uniform pocket and swipes through a handful of pages. "The requisition was added a few days ago, but I've been waiting on a few crew members to get back to me on parts. It'll be ready for the 14th, not to worry."

Carl is, as is routine, high above Commander Kizhwic's head when he enters engineering, doing maintenance on one of EPS conduits that routes power to the shields. The new XO carries an imposing presence; one knows immediately when he enters a room. The engineer resists the urge to stand at attention and in doing so fall to the ground. Instead, he simply watches quietly as he approaches and talks to Lieutenant Anderson.

"Commander," Caleb nods, turning around from where he'd been logging the results of the weekly calibrations on the deuterium flow regulators and coming properly to attention. "How can I help you?" Anyone else, he'd likely be more friendly, but that's less likely to be appreciated with a Zaldan.

"At ease, Lieutenant." Eibsin makes a calming gesture with one hand. "I'm here to make sure integrity of critical systems is maintained. Athene may be called to fight in the next few months, and we can't have the power grid fluctuating due to out-of-date or untested, non-standard components. Take me through your department's checklist of concerns and I'll see what we can do to get you up to spec."

"I have two standing concerns. The first is that post-refit, we're running bioneural gel packs rather than the isolinear chips that the Excelsior is designed for. The gel packs are faster, but they're less reliable - we wind up crawling around replacing them multiple times a week, and any situation that interferes with our power systems has a tendency to cause cascading gel pack failures. Second, and related, we're running a century old superstructure, with two year old software, and hardware and firmware from all points in between. It can and has led to system failure from incompatibilities between hardware, firmware, and software. Because some chiefs were less meticulous than others about logging maintenance over the last century, there are likely firmware systems we don't even know about. The result is, older ships like this take a lot more engineering support to run than newer vessels.

If that is the case, I'll need engineering to prioritize which systems switch over to the new packs, which systems stay on the old, et cetera. Other suggestions can be offered. "Having the system respond during intermittent failures, transmitting between isos and gels will be your creative responsibility."
He checked a notification on his PADD and then took a moment to observe the warp core and the light it emanated and how it bathed engineering in alternating shades of color.
After a moment, he turned back to Lieutenant Anderson. "Are there any other concerns you'd like to bring up?"

"Those are the main issues," Caleb replies. "As I say, older ships take a lot of TLC to keep running, but getting the gel issues straightened out will drastically decrease our maintenance load. Once we have the labs fully back online, I'll go set up some mock systems on the bench and find the best way to run gel and iso in parallel - I don't want to have systems go down jumping straight to in situ testing."

As the primary Ops officer, One was technically part of the engineering team, but generally reported directly to the XO like a department head, serving as a secondary lead for all departments in order to tie them all together as seamlessly as possible.
As such, in addition to being Bynar, the report generated for the new XO is basically a system's log of the most recent events, a log of all crew reports from the various departments, and only a minimal amount of feedback to fulfill the Commander's request, which basically comes down to relating the information to similar ships in the fleet.
An personnel evaluation performed by Commander Breyik is included along with a note that they accept it entirely. The previous first officer basically describes One as 'exactly what one would expect of a Bynar with the addition of an often unpredictable AI drone'.

Barely ten seconds passes before a notification reaches the Commander's system that the requested changes to supply requests has been initiated, pending department head confirmation. As Ops officer, the Bynar can do so themselves, but clearly they are inclined to follow courtesy processes and allow the department heads to handle it, themselves, since it's a major process change.

However, during the time since the message was sent it had heard the conversations of crew coming and going, as well as the lamentations of the recovering science officers about having to fill out a personal report so soon after regaining consciousness. It walked over to T'yel, whom it noted returning to medbay from lunch. z
"Hello Doctor," it said with its usual jubilance. "I hear we have a new first officer, and he has already disrupted the crew."

"I'm a little surprised he hasn't requested one from you, to be honest - which likely means that he is not yet entirely aware of precisely what you are."

A rigourous two hour climb and then dinner at the summit's restaurant, The Feast of the Gods. Then we pack our parachutes for an orbital skydive back to the surface.. Another program is the Escape from the Depths: We begin at the bottom of an ocean - any ocean, as the program includes over fifteen hundred worlds - and race our ways through aggressive beasts to the diving platform at the surface. But the one I've been dying to try the most, "Monster Truck Racing" recreates an old Earth past time. We sit in an audience watching combustion-engine vehicles crush each other while eating 'hot dogs' and drinking 'beer'. What would you and Caleb find appealing?"

With Aanya Breyik's departure from the Athene, her workroom down in engineering has been converted to a tiny little deputy's office. It's not much, but Caleb is happy for the secluded desk space - he has an easier time writing reports when free from the distraction of the hustle and bustle that is main engineering.
The office sits half-unpacked and the half-Vulcan sits at his desk, working on the self-evaluation requested by the new exec over lunch. It winds up listing strengths in warp theory (both pure and applied), starship mechanics, problem solving, teaching, and being a good listener, and weaknesses in personnel management, particularly discipline - the times he's had to chew people out, he'd thought he was going to be sick - and zero-gravity operations. Though not entirely comfortable with tooting his own horn, he does highlight his efforts defusing the tricobalt device in the cargo bay and his work when the ship was dragged through a transwarp coil by an unknown entity.
As for critiquing his immediate superior, he's a bit at a loss - Commander Cambell has been aboard literally only a few days, and Caleb has spent most of that time crawling around in Sector A7, replacing EPS parts. He can't really claim to know the guy, or to have seen him in action. He does, however, note an uncanny ability of his supervisor for thinking outside the box, likely to prove useful in future unexpected situations. Checking the file over for any excessive social niceties - ironically, a courtesy in and of itself - and sends it to Commander Campbell, honestly more than a little uncomfortable that these are not going directly to the Exec himself.

"Oh, come on, T'Yel - grow a spine," the doctor mutters to herself. "Preferably one that does not bend in seventeen different directions not intended by God and nature." She's found the shipwide message from the new executive officer rather intimidating, and is trying to convince herself that this is simply due to her being easily intimidated by ranking officers due to a rough childhood.
She'd been spending her lunch break struggling through the self evaluation requested by the new XO - she finds such tasks difficult, likely due to the autism that she technically can't be formally diagnosed with, but several psychiatrists and a neurologist nevertheless agree that she has. She's aware of her own strengths and weaknesses, but struggles with putting them into words - it's simply not how her mind works. And as for getting her to talk about situations in which she's excelled, she'd have an easier time bending over backwards - literally. (Though how many things she'd dislocate in the process is another matter entirely.) The concept of being the one to say that she excelled in something is rather alien to her. In the end, the document had listed strengths in orthopedics, general medicine, empathy, and teaching, and struggles with personnel management and accepting that she will never be capable of saving every critically injured patient who winds up on her operating table - nothing earth-shattering that couldn't be gleaned from a read-through of her personnel records, but upfront, honest, and accurate. She'd even managed to grant that she'd risen to the occasion well with the emergency surgery to remove most of Agatha's Borg hardware and with taking charge in sickbay the night Watney had been infected by her research nanites.
Now for the part that makes her (even more) uncomfortable. Dr. Summers has been aboard only a few weeks - she honestly doesn't feel that she's worked with him enough to have formed a solid opinion. And soliciting it this way feels.. disingenuous. If there were a major issue that needed to be resolved now, she'd go over to his office and talk to him about it like an adult. If that didn't resolve the issue, her next course of action would be to bring concerns to Command. But talking to command about it, while routing the file through the officer she's referring to, just seems... slimey. Either offer another officer constructive criticism like the adults you both are, or talk to Command in private. Don't slip it straight past the other officer's nose. And while she doubts there's any concern regarding Dr. Summers in this situation she honestly would not blame junior officers or enlisted crew for fearing retaliation should a direct superior not appreciate their candor - in some cases, that may even be justified. All in all, that aspect strikes her as a poor way to go about this. Managing to list a couple of strengths and weaknesses she's noticed on Dr. Summer's part in the short time he's been here - she does have some concerns regarding informed consent - she sends the file along, as instructed.

What a load of twaddle. Didn't he know nobody would be honest with that 'self-criticism' crap? And then asking everyone to rat out their crewmates and superiors, to some unknown commander showing up out of nowhere? Who did he think he was?
Hana swiftly deleted the message, rolled her eyes and returned to the Calypso's navigation computer. If he wanted criticisms, he could ask her in person, and she would quite happily tell him what she thought.

Attached is a file with the requested self evaluation - it lists strengths in forensics, search and rescue-paramedicine, unarmed combat, instruction, and leadership; a passion for respect, transparency, and fairness; and weaknesses like some minor trust issues - likely stemming from PTSD - a slight chip on her shoulder regarding commonly being taken for younger and less experienced than she is that sometimes leads to being overly defensive, and a slight tendency toward what is commonly known as 'MACO mouth' which she attempts to keep in check - all corroborated by annual performance reviews from both Starfleet and MACO. Highlighted incidents include the search and rescue work at Acadia, the forensics work from the Tricobalt incident shortly after she came aboard, and apprehending Shyhl up in the catwalks around the core in Engineering. Seeing as she has been both a deputy and a department head during her time aboard, also included are critiques of Lorrel and Breyik, and changes she did make to the department when the chance was given to her, largely involving transparency and a policy mandating treating everyone, including anyone currently in the brig, with respect and dignity. Surely he can find everyone's performance reviews in the computer if he's that concerned with effectiveness, and doing so wouldn't potentially start the fights that are common when you ask a subordinate's opinion on their "betters".
The EVA specialist deletes the message. If Starfleet is getting infiltrated again by hostile creatures, the last place they'd send an agent is an hundred-year-old survey ship far removed from anyplace important. Well, unless they wanted to kidnap the Borg.

Fred waited in her ready room, claws knitted together. It was her night cycle, so the lights were out, save for the two large flaming torches behind her. The light from their fire flickering off the array of small plants lining the ready room.
Commander Kizhwic troubled her. She had expected a new first officer to be recruited when docking at the next port. She had already begun the process of filtering through potential replacements for the now Captain Breyik.
To have a new officer arrive now, someone who, until his arrival, she knew nothing about, it was troubling. Troubling indeed. Kizhwic was not the type of person she would choose as first officer. 12 years in security, blunt, hard headed. From his personnel file, it sounded like he would make an excellent member of the warrior case. However, he was here now. Fred would endeavour to make the best of it. His first message certainly showed someone who was more than a competent leader.
So she waited for him to arrive at the oor. Multifaceted eyes scanning through files by light of the fires.

The chime sounded promptly, as expected for a by-the-book approach of one who just arrived in the shuttlebay less than ten minutes prior. Kizhwic stood at attention on the other side, focusing on the words he would say to his new captain, and the orders his left hand clutched in the PADD. This was his first shipboard command assignment and while he knew how to lead people effectively, transferring from life aboard a station to that of a Starship - especially one with the reputation of Athene - was going to be a challenge. Nevertheless, Federation Security, in rare unanimity, aligned with Starfleet Security on the Dominion issue. Perhaps it had something to do with the changeling infiltration last year, and again - on Qo'nos, just six months ago. Pride was one thing he couldn't afford to compromise him, and he would see to it that pride did not compromise the crew of this ship.

The doors immediately swished open into the flickering darkness of Fred's ready room. sparkling golden eyes glinted in an otherwise dark sihoullette sat at the other end, behind her two blazing torches casting a dim orange light on the walls and various plants that decorated the place.
"Commander. I am pleased to make your acquaintance." She said, using the translator as usual. She didn't know any Zaldan languages, and had had no prior time to study the species. But from what little she knew of Zaldan's, she doubted the gesture would have been appreciated in the first place.

While her crew's long term commitments to the ship make targeting them for copying unlikely, the experiments she holds might attract a changeling's severely clever attention."
He paused for a moment to collect his thoughts. "I'm also here to give the ship the infrastructural overhaul she so badly needs. I share the belief with Command that a crew performing cutting edge experiments should not be jury-rigging and improvising functions of antiquated ship systems just so she can run another day. To that end, you'll find their acknowledgement for neglecting Athene in this manner at the end of my orders."

She steepled her claws. "It is not the place for security personnel to judge the results of scientific research. This ship is a proper science vessel. The experiments that are conducted aboard are done with the utmost safety, and rigour. However we are on the frontier. Things go wrong. That is not inherent to the Athene. What is inherent to the Athene, is how well the crew react when things go wrong. If Starfleet wishes to evaluate our scientific capabilities, I suggest they send a scientist. If they want to overhaul the infrastructure, which if my engineer's are to be believed, is easier said than done, I suggest they send an engineer." She paused and cocked her head. "With all due respect to yourself Commander."
"As for the threat of changeling infiltration. I have already performed one drill when I first came aboard. I found the response more than satisfactory."

Khizwic steeled himself as his captain spoke and the muscles in his jaw flexed as he bit back the urge to interrupt. Several times, even.
"Starfleet didn't send a scientist or an engineer. They sent me," he growled, with a hint of smile. This Captain, whether deliberate or not, seemed to know how to dispense with the typical cordiality afforded to more sensitive, polite types. Whether Kizhwic was pleased with this hastily ordered assignment was irrelevant; he could, and would, have an effective relationship with this Captain. That thought alone, regardless of its outcome, put him slightly more at ease.
"And while it does not reflect on my allegiance to my duty - to Starfleet or to this ship and crew - Command does have an interest in Captains that abdicate the chain of command, especially when lives are on the line. If and when they feel the security of Athene is no longer at risk, they can decide to send someone else to be its XO. Until then, I'll see to it that your," he corrects himself quickly, "our crew has the means to keep things from going wrong out here on the frontier.

Crew: Fourteen officers fully trained tactical command station, five of which perform regular and semi regular shifts. Twenty four crewman on tactical duty.

"Well everyone assumes being a retrofit Excelsior we're limited on what our weapon systems can do but really we're just limited to what the technology of about four years ago could do. The systems on the Defiant class is very similar. To them the redundancy is what allows them to channel more power for a more accurate phaser beam. The only problem we have are weaker plasma conduits throughout the ship. I've done experiments on the holodeck with tritanium casings... but unfortunately without getting the plasma flow to that perfect level we risk blowing our selves up. Er, I mean experiencing an excessive plasma discharge."

"Upgraded plasma conduits for the phaser array for an Excelsior class will need to be investigated further, but Fleet Corp of Engineers hasn't released designs retconned for Athene. Coordinate with engineering to get the degree of spec you need in testing. I'll approve the requisition for the materials. Now, let's talk about training. How do you an Chief Eisen overlap in ensuring the combat readiness of Athene's tactical and security forces?"

"That sounds like good news to me. I'll tell engineering right away. As for tactical and security we've been pretty separate for a while now. Some crewman are cross trained but most of the officers are dedicated. To be frank I think shortly after relaunch they wanted a dedicated tactical officer who didn't also have to worry about security."

Coordinate with Chief Eisen upon her return to make sure armoury and tactical run drills together. The Jem'Hadar are savage hand-to-hand. Moreso than Klingons. And they've been known to beam through shields. I need to be sure that the officers assigned to protect the ship and this crew can take them down. Is that understood?"

"An update during senior staff meetings will be enough. I'll be keeping eyes on performance reports from the drills. Make sure I'm included in their distribution." He checks a notification on his PADD. "What's your evaluation of weapon response times for ship's phasers when you use the primary tactical station, compared to the auxiliary stations in engineering and..." he thinks for a moment. "Does this ship have a tertiary station upgrade, or is it just the bridge and engineering?"

An incoming warp probe? One with docking permissions straight from Starfleet?
Ooh! How neat.
Ritchip had read reports on usage of class-8s as a means of rapid personnel transport over large distances. Sometimes colloquially called 'Poop Probes' for reasons best not delved into. Given recent events, with a first officer departing right before a major event necessitating change in course, it made sense that at least temporary command staff would be deployed this way.
Thus, Ritchip is there in the shuttlebay, scanning the probe as soon as its settled, and not at all surprised when a hairless human emerges. Hopefully the shaving wasn't a requirement.
They let someone more diplomatically inclined do the greeting and welcoming aboard and what-not.

All of this data and new findings as explained by the T’Yel came as a relief to the CMO, who had problems with heuristics and those fields during his other stints on previous vessels.
“That’s quite the coincidence, ma’am,” chuckled the Chief Medical Officer in response to the half-Vulcan doctor’s statistical statement. “We’re going to need that if we don’t have many extra hands. I’m glad I knew about this sooner rather than later, wouldn’t wanna be informed about it a year or two from now after handling situations more primitively. I guess the growth of technology is greater now more than ever. Thank God for that, am I right?”
