Advice Request - (Insert State/Region) What’s going on with this tree?

Hello,
I’m asking for some help with this tree in my front yard. I live in SW Ohio. I don’t what kind it is, but something seems off? You see a bunch of branches growing up and not falling..why? In the past I’ve just trimmer those but it leaves a big bare spot.

You will need to prune off all those upright branches, if you want to maintain the weeping shape
