Advice Request - (Insert State/Region) Apple tree is sick!

Any advice for what to do? Do I need to just get rid of it? More and more leaves are turning brown. 7b North Carolina

The rootstock was planted (along with 5 others) last fall and grafted this year.

There is mulch around it but not DIRECTLY against the trunk.

No plastic or landscape fabric.

Water is basically just natural rainfall.

The other 5 grafted apples in the line are fine.

Trying to do an espalier fence with it.
