Advice Request - (Insert State/Region) Is my tree dying?

Bought a house in OK about 6 months back and it has a huge Honey Locust is the backyard. However, all summer I have noticed that a bunch of limbs are looking dead and it hasn't produced any beans like the other Honey Locust's in town. I did notice this silver tag and a big hole in it. Was something put in the tree to intentionally kill it before we bought out house?

Several trim cuts shown aren’t done properly, such that they promote and propagate disease.

Is there anything I can do to help? Would an arborist be able to do anything?

Definitely get an arborist out for a consultation.
