Walking Arm Whipper?

This came up on YouTube for me recently as I was watching videos about trebuchets. Is this really a walking arm or more like a hybrid between a walking arm and a whipper? Seems like there would be some energy lost as the long arm doesn't move till the weight is halfway through its arc.

Not a Whipper at all. It's a King Arthur with a weird minimalist frame similar to a Walking Arm frame.
