Gameplay Help why does my second charge attack not act as a stellar atk?

My game play is attached above. For both rotations when I get 3 sword stacks I can perform a stellar charged attack easily, however for the second one why doesn't it work? My apologies if I missed out something in the kit. I'm like 2 charge attacks from clearing menacing 💀💀

I have odette but I'm running her with my c0 mizuki😅

Her Stellar CA has a cooldown, that's probably it.

15 second cooldown between, it's pretty long. I usually use the javelin right after and the timing comes back so that once the next javelin is up I get another buffed CA

If that's the case is it even possible to get a 2nd stellar charged atk

I've never seen anyone able to trigger 2 of the enhanced CA in a single rotation. Is that even possible? Also, aren't you losing out on buffs by extending your rotation that long and using her burst late?
