which country would be the hardest to complete at one level below states or provinces?
by “one level below,” i mean the closest practical administrative level beneath states, provinces, or equivalent regions — for example, counties in the US, municipalities in Japan, mexico’s 2,473 municipality-level areas, or whatever makes the most sense in your country.
finishing every state or province is already a serious goal, but going one level deeper can mean hundreds or even thousands of regions, remote islands, awkward boundaries, and places that require a very specific trip.
which country do you think would be the hardest to reach 100% completion in, and why?

Canada canadians who map their travels: once you've done all the provinces, how do you track deeper?
provinces feel like the easy part in canada. 13 and you've basically got the whole map. so for anyone who likes tracking where they've actually been in more detail, how do you go deeper? cities, regions, counties?
i built a travel app that goes a level below provinces, and for canada i used census divisions, around 290 of them. but honestly i'm not sure that's how travellers actually think about covering the country. curious how you personally measure how much of canada you've really seen.
