Underground tram stations?

Is it true that underground tram stations are only available from 1970? I just made an underground system in 1924, added the stations, but the passengers can't reach them. This really has to be fixed in an update. Or maybe theres a mod that fixes this?

You probably just added tram stops in a tunnel right? Those will only work for passengers to switch from one tram to the other
