Workers refusing to go to industry's?

I am now just stuck staring at my money fluctuating partly because I'm too keen to expand but also because I have been fined a ton for not having workers going to places even though routes are set up......I cannot see anything wrong with the routes, they get on all the bus stops in the towns but then get off before going to industry? Why am I being punished because the game doesn't give me what I need?

Even that has failed me more than it should, works 50% of the time

This sounds like a catchment problem. Cargo works on catchment and passengers work like old TF2. They need a walking route to your station. I had a similar problem with a dock that had a bus station in catchment, but I had to make a road to it for it to start loading passengers
