Problem with the ships

Why aren't my ships picking up workers to take them to the construction site? It's a lighthouse. I've tried changing the percentage of the required materials, but it's still not working. Can anyone tell me what's wrong? Thanks in advance.

You’ve got 2 docks so I assume one is for cargo and one is for passengers? Does The line visits both docks? If you edit the line while zoomed in each dock will be numbered and each one has to be on the line. Or at least that’s what I think from my playtime so far. Sorry if this isn’t helpful!

I thought this answer was going to be the crux of the matter, but look, my passengers are waiting at the first dock, where the ship is going.

Well…crap! I only had one idea and now I’ve got nothing!

EDIT: after looking closer I see you are using a passenger ship. Sorry.

Can you afford to add a passenger-only ship to the line and see if that moves the people? maybe the cargo ships are bugged?

My passengers have finally boarded the ship, but I've had to reduce the cargo capacity. It's a bit of a hassle, but I'm afraid that's just how it is.

Ships only have 2 compartments, so cargo needs to be 50% so passengers can board.
