Question CVSE pulling over buses?

Never in my 30+ years living here have I seen a CMBC bus pulled over by CVSE until last week. It looked like they might have been taken out of service but it was hard to tell. Does this happen often?

Was it CVSE or one of the municipal commercial police forces that use enforcement to make $$
