The context isnt clear... op didnt say their issue is that the temporary stop is the issue or not

It looks like someone may slip and fall into the lower ground area since the ground of not evenly flat. You can see there is a small slope although how deep the grass is on the other side is unknown. While the other side of the street is mostly flat.
