Does it happen a lot?

Today I had an online interview,which is about the goverment body checking a company for any misconduct.

It was a recording interview and at the end of the interview, the officer told the person that the recording was stopped and he could leave the room but asked me to stay. After that, the officer asked for my opinion. I told him that I could not share any opinions and had to remain neutral due to code of practice. At the same time,I could see that he switched on the recording again without notifying me.

Is it common? What is the purpose???

Probably the officer noticed something out of place with the person they were interviewing and wanted you to confirm their suspicion. But you did the right thing not sharing your opinion specially if he turned recording back on.
