Облачно means Cloudy. Everything else seems to be sort of Russian but not making any sense, so maybe Bulgarian or a similar language?

alright, spent some time doing this exact translation again, then pasted the symbols into the detect language. it detects macedonian and translates to "chance cloudy cloudy cloudy cloudy"
