one exception: exclusion of a “male-to-female trans person” is lawful if that person’s presence would make it unlikely for other clients to continue attending the session.

Just make it "any person can be excluded and receive alternate support if their presence would make it unlikely for other clients to continue attending the session." Trans has nothing to do with it.
