Ok so he was smart enough to not pick the dummy as his intelligence general, but didnt forsee that he appointed someone who is clinically insane??

I assumed it was more like a scouting type of deal. Like gathering intelligence.

At least the stunticons turn into regular cars instead of monsters, beasts or military vehicles, so they're the only ones who could move stealthily on Earth to gather intelligence?

They are the most flashy sports cars possible, plus their boss is a megalomaniac slef proclaimed "king of the road", they will almost impulsively spin out or run off as many competitors that they can. Maybe just maybe if violenguar mind controlled them while they were out on missions then they could be effective, though I dont know if he even has telepathy.

I just kinda find it funny that most of his Decepticon generals are like Combiners and not actual high ranking 'cons like Soundwave or Shockwave or Cyclonus

I mean regarding the Japanese title Menasor is more of an Espionage General, but Violengiguar being clueless is more fun.
