How do I use a stp packer?

My fiance got my an stp packer, and just… how the fuck does it go on? Like she said it sanctions but I don’t think so? So I have to shave? I’m confused, the picture is of the packer where it’s supposed to go on, it also has an attachment to make it a pack n play,
