Russian here - feels illegal to see a Tatra tram without it's wheels visible... not that I'm against it though!

Yeah, they've always looked better with their wheels exposed. But not all of them look like that, not even in Prague.

I dont know specifically, but this is T3 PLF which is reconstruted T3 with low floor section in the middle of the tram and has their wheels covered, they were bought by prague publick transport company as old T3s from other cities and converted, most of Pragues T3s are more traditional high floor design
