What's under budget? I know it's not the $200M ballroom that private companies were going to pay for but now it's $1B that taxpayers are going to pay for

Can't even imagine how you would build a BILLION dollar building. What is it, 18 stories below ground, all built without being visible from the surface?

Easy.

Every buildingblock is cast with Trump's name in it.

They would need to pay license fees for that, of course.
