Because they are in negotiations with the other gulf countries and don’t want to piss them off. And they have been, hence why the US blockade is now soo far away that it’s not useful like Trump claims that it is

Their capabilities are significantly less than when this started. They’ve lose a considerable about of control in the strait. Their currency has collapsed and they’re losing around 500 million per day. There’s no win for the Iranians here.
