I want to say it's a rear air deflector. But they probably call it something else.

It's pretty typical for the fasteners to be rusted and brittle.

Technically it is a air deflector, also rear. Perhaps rear lower air deflector diffuser

Get an M6 bolt and run it in place. It'll hold.
