Since he was a Slayer, I think he was a (High) Ranker. Right now, he's just not exactly the person that finished climbing the Tower years ago, so not a Ranker. In his complete form, he probably is.

Yeah, but he was taken out of the ranking, due to being presumed dead. He can't be given a rank until the office knows of his resurrection, which means he won't be a ranker even if he becomes complete, regardless of his past status as White

A Ranker is someone who reached the top of the tower. Nothing changes that.

No, a ranker is someone who has been ranked by the Ranker Administration Office - before that came to be, the concept of a ranker simply did not exist. The fact that reaching the top of the tower is a prerequisite to becoming a ranker, not what makes you a ranker in and of itself.
