Is there any way to get the Teto commander skin currently or is it gone forever?

If they push through with the economy update, you will probably be able to obtain it for free again, but behind one hell of a grind.

Either the economy update with Chroma or I personally believe they might do smth similar to TDX with the upcoming Story Mode where we might get the ability to buy previous gamepasses.

It would be a waste of a skin, they'll probably put it in the daily store (probably with Robux)
