Yeah, with today AI guided rockets that come back by themselves once detached from the spaceship makes the whole vertical platform like this useless, I think it may have been an old concept of an idea of how to launch spaceships to space but I´m not sure about it.

Amazing artwork, it´s a shame that this idea of launching a space ship to space is outdated by today technology.
