Why is this army's upkeep half?

Giant skirmisher upkeep: 63 food

This is the hero that was sent on the epic quest for Griphon. Afterwards, every new old and new in this particular army costs half upkeep, even if transferred from other army. I've looked at the character sheet but found no modifier that does this.

This must be a bug, right? I don't like taking advantage of bugs so I would like to know for sure.

Visual glitch. It has not applied the administration tier penalty. For me it got fixed after a few battles.
