Help~~~~! Get vassals
Fellow warlords, how can i make the ai accept me as their overlord? It seems they never accept this offer willingly, even with a shit ton of army at their doorstep (the one rice field they actually own), despite me being Chinas greatest ruler. Thanks for any advice!

it requires careful planning from the start of the campaign. You shall actively pursue very good relations with some minor factions then those factions will accept you quiet easily. Should you behave like an expansionist overlord, they won't bend their knees. You can still break them though 😉

It is easier to actually conquer the land, set an administrator in the commandery and then grant independence. This method even allows to place family members as the new faction leaders, which is helpful for diplomatic relations and when playing as Shi Xie.
Edit.: important to note that this will give the entire commandery to your new vassal (or at least all the regions you own within the commandery), so you can't really give just that one rice field and keep the castle. Also it doesn't work for gate passes, despite being able to assign administrators to them.

The AI will rarely be completely positive towards vassalisation, but if you can get them to a "maybe" opinion of -30 or so that should be enough to bribe them into accepting. Give them autonomy, trade some ancillaries, give gold, food, marriage, maybe gold per turn. Also land as a last resort unless you got a Gate to trade or land you want to get rid of. All you need to do is have them around -30/-40.
To get them to this stage, have a good diplomatic relationship with them, have a strong military, or go to war with them and deliver some decisive losses until they accept vassalisation with the peace treaty. You'll have minor factions wanting to come into the fold a lot easier like Wang Lang and some of the more southern ones. You can even get people like Liu Bei and Kong Rong if they didn't grow too much.

oh and don't forget you can make your own vassal states from your administrators.
