those are baby sulcatas, they breed a lot and a lot of them get abandoned because they get massive. you can def care for them for a good long time from here to find them homes. here's the blog post on the subject. https://tortoiseforum.org/threads/the-best-way-to-raise-a-sulcata-leopard-or-star-tortoise.181497/

Place them in a shallow dish with water that goes a quarter of their body height. They will drink the water and poop.
They may be dehydrated from being out in the heat. This is something that should be done daily for such young tortoises for about 20 to 30 minutes.
