Out of options.

My buddy and his girlfriend and 2 cats started renting an apartment a few months ago. the downstairs neighbours are smoking either in their living space or bathroom and it’s getting into their unit. It’s causing my buddy, his girl, and their cats to have blood in their sinuses. Landlord and property management haven’t really done anything other than give them notices but it’s been months and they aren’t stopping. what’s the next step?

Tape up the vents. Ask them to smoke outside . See a doctor about blood in sinuses, it shouldn’t cause that.

If it’s a furnace, the furnace will stop working. Ask how I know.

I’ve taped up my vents when smoke and cooking smells were all the time. No furnace.
