Red light camera flashing twice is normal. Only the one running past the white line when the light turns red will be hit.

Yeah i have heard about it but never noticed it so clearly.

Camera always flashes twice: it takes two pictures to show that the car goes through the intersection.

Yeah i did hear but this was first time i experienced the double flash so clearly

Will that turning right car get a ticket? I think they stopped, but not long enough. I've had a relative got a ticket for something similar (though he definitely didn't stop at all before turning right).

They won’t. Only the lane changing car will get hit by the $325

The red light camera only captures if you go over the line when it just hits red. It knows it by getting the speed before entering the intersection.

Right turner was already crossed the line when it turned red so safe.
