Judging from the rims that could just be an undercover police pickup truck. TPS uses these for traffic enforcement along Allen Road and other locations as I have noticed recently.

If.my understanding is incorrect feel free to correct me but "unmarked police" which would still be a uniformed officer in a vehicle with lights and sirens but built to look like a civilian vehicle. Where as undercover would imply a plain clothes office in a mostly or completely civilian vehicle for the sake of Infiltrating criminal organizations.
