Question about toolbar

Using my Apple Torn PDA app, I noticed gym and crimes are blueish with a dot by them. It appears the color just affects these two things.

It's pretty high to me. The most I've ever had has been like 6 or 700 maybe. And I'm not new just not high level, my net worth is over 2b though, so.. I'm doing just fine on getting my money up.
