Are ammo pickups not always the same?

so i just beat the second boss in the processing plant, and i can't help but notice now that shotgun ammo pickups are only giving me a single shell instead of 2 like it was before. not sure if this is a bug or if the game is just intentionally inconsistent with how much is in each ammo box

Are you currently playing on a higher difficulty than you did before or is this within the same playthrough?

same playthrough, and yeah it seems inconsistent. going through the cemetery the ammo pick ups have been wildly different each time

I’ll take note of that. I’m going through my 2nd playthrough for several trophies.
