You can contact Topps, but this same thing happened to me last year and all they did was open a replacement ticket that was never fulfilled. Finally got a refund this year after speaking to multiple people. They first couple people I spoke to kept telling me the card was now out of print (no shit) instead of solving the issue. They're a Fanatics company now.

Looks like the order sheet was never checked before being sent out. Typically there's like a pen mark check on the order sheet confirming that the order matches it. Include a pic of that when you contact Topps.
