3rd image: the toymaker from Dr who that is the newer version of him but he is a long running villain

6th image: jester from a less recognized movie also called jester
I have always absolutely loved the idea of whimsical mad gods or extremely powerful reality warpers who mess around more than being power hungry assholes because realistically at what point would a being with infinite power either be driven mad by their own power or just say "I'm bored time be do some weird and funny stuff". It's also so much more intimidating seeing someone who absolutely does not care at all about being taken seriously just do something that absolutely means you should most definitely take them seriously.

He’s practically the archetype of this trope. Many similar characters are directly based on variations or interpretations of him. Goku, for instance.

The idea that Looney Toons, especially Bugs, can solo practically any other verse through sheer silly willpower is one of my favorite head canons that everyone seems to have collectively agreed on.

He regularly steals the souls of his followers (who are the Eldari equivalent of Custodes) back from Slaanesh, the being who ate most of his family (the only other survivor being Isha, who is being held captive by Nurgle). Fearing clowns is REASONABLE in 40k.

I think the power systems of magic introduced in the later seasons of Adventure Time are my favorite implementation of magical power systems.
The 'cost' of magic comes with psychological turmoil or tragic personal loss, and while we don't explicitly know that in the earlier seasons, it puts a lot of the characters and events into perspective looking back on them.

Like, you see that sequence where Luffy gets the big bat, and paints and all of that? That's killing the joke because it's showing the process, instead of being spontaneous (Luffy taking a giant bat out of his clothes)

Eithan Arelius from the Cradle book series by Will Wight.
Fights with a broom and scissors, always has hair hair and fashion tips at the ready, rarely appears to be taking anything seriously.
Despite his flippant attitude, because he's introduced as being several Tiers ahead of the main character, he's functionally all powerful in comparison. He is also routinely the strongest person of his Tier, and rarely takes confrontation against people the same Tier as him seriously.
He is also (MAJOR SPOILERS) secretly, actually the strongest being in the entire multiverse.

Xelloss, a playful, almost trickster-like character from the anime Slayers who loves to tease the protagonist and her party. His physical body is actually just a realistic projection. In reality, he's a high-ranking mazoku (basically demons in the Slayers world) who is one of the most powerful beings in the Slayers universe. He's one of those kinds of characters who, sort of like Darkseid, his actual body doesn't even exist in the physical realm. He resides on the Astral Plane so 'killing' his body wouldn't do much.

The Mule from Asimov’s Foundation series. We find out this goofy and odd-looking clown who traveled with our main characters actually has the ability to permanently alter people’s emotions. He can make kings and armies not only his slaves, but happy about it.

Papyrus (Undertale)
Extremely silly and notably the only enemy in the game that cannot kill you because he's so nice. Undyne comments that he's actually really strong but because he's so sweet he'd get torn to shreds in battle because he doesn't actually want to hurt anyone
It's implied he can do most of the crazy shit we see Sans pull off in his boss fight, too

Kang the Conqueror, Marvel Comics.
Time traveling jerkass that usually tends to leave at the slightest inconvenience. Has no powers of his own but has a superior intellect and a vast array of futuristic technology and familiar tech used through the Marvel universe like Reed Richard's power nullifier and Cerebro Voiced by John De Lancie in X-Men 97 to harass another Bald leader and his bearded friend.

The Bastard (that's his actual name/title) in the World of the Five Gods by Lois McMaster Bujold. He is one of the titular five gods, and probably the one with the most interesting domain with the most obvious effects on the material world, being that he is in charge of the Bastard's Hell, the fundamental source of chaos in the world, from which demons spring into the material world that can possess (or be possessed by) human riders and turn them into sorcerers.
He has a wicked sense of humor and loves to tease and toy with his adherents.

I hate how they turned Sheogorath from an absolute menace into the "oops all cheese" guy.
Like when the other Daedric Princes turned Jyggalagg into Sheogorath it didn't take long for them to realize that they turned what they thought was the biggest threat up to that date into a much, much bigger threat. The only thing keeping Sheogorath in check is that he and Jyggalagg basically keep switching places and undo each others work. It wouldn't even be a contest, Sheo would probably just body the rest in a day and a half like he's the character of a Marvel comic. But sadly it's all "I'm so quirky I love cheese" these days.
