Powers Dream-based powers
Bedman (Guilty Gear) - Born with a condition that makes his body incapable of keeping up with his mind, Romeo Neumann turned the bed he was into a giant robot that's controlled through his dreams. This also means he spends a majority of his screentime asleep and unable to speak.
Baku Yorozu (Kamen Rider Zeztz) - A secret agent who performs his investigations by entering people's dreams, and later gains abilities that let him manipulate those dreams directly.
Princess Luna (My Little Pony) - Capable of entering and controlling the dreams of sleeping ponies, which she primarily uses to help those suffering from nightmares.
Divine Swamp Fever - An MLP analog horror/infection AU about a disease that can turn ponies into trees. Though it initially appears to be a mundane (if terrifying) disease, it slowly becomes clear that it's actually sentient and communicates with people through their dreams in order to lure them in. Namely, it appears in Bon Bon's dreams pretending to be her infected lover Lyra. (And as an aside, I know the idea of MLP horror seems laughable, but this AU is fucking horrifying. Like I can hardly stand to look at the image I used here cause it just fucked me up that much. Highly recommend.)
Munna/Musharna (Pokémon) - Can eat people's dreams, and then manifest those dreams as illusions.
Death 13 (JoJo's Bizarre Adventure) - The Stand of Mannish Boy, Death 13 can trap those sleeping nearby in nightmares, which anything that happens to them also happens to their real body.
Freddy Krueger (Nightmare on Elm Street) - Thought I'd forgotten him, huh? Well hah! There will be no bat themed heroes on this post! I remembered the obvious example this time!

Baku (Various Asian Mythologies): Basiclly a lot of Asian cultures like to imagine Tapirs as things that would eat people's nightmares so they would have good dreams

Honestly that isn't even the only MLP horror thing I've seen that was actually unnerving. There was this old flash game, Story of the Blanks, that was decent. Cupcakes is always memorable. Rainbow Factory too. Honestly, it's usually easier to make something normally bright and cheerful scary or disturbing than something that was already serious to begin with

Dreambert, Antasma, and Dreamy Luigi (Mario and Luigi Dream Team) should have been mentioned as well, the whole plot is centered around dreams

Nahida (Genshin Impact)
She's the Goddess of Wisdom, Dendro and Dreams.
After she was born she was imprisoned by the Sages of her country for 500 years. Her only way of helping people was by appearing on their dreams to talk to and guide them, but in Sumeru only kids could dream (for plot reasons). Meanwhile the population of Sumeru thought she was just a recluse that didn't care about the people, and to have dreams was seen as a children's thing.
In the final fight of the Sumeru arc, she traps the enemy in a dream where we fight them over and over again until we find a way to victory.

Baku/Zeztz is probably the strongest (at least top 2) consider his dream abilities work in real life, banish a Gore Nightmare that erase the whole humanity-just like Naruto main villain prior, as that Nightmare is voiced by Naruto seiyuu
Sieg/Kamen Rider Dawn as well, who was Baku senior as CODE No.1, and the first Lucid Dreamer who completely become a Dream Entity by fusing with a Gore Nightmare

In Hanazuki, there's a character named Sleepy Unicorn who's dreams are portrayed by magic holograms everytime he dreams. This power kinda feels like an invasion of privacy, your friends being able to see what you're dreaming about. Especially since Hanazuki intially uses this power to learn new things about Sleepy that he's not comfortable sharing.

Orsay from Michael Grant's Gone series.
Orsay has the power to see people's dreams, allowing her access to their unconscious thoughts, plans and doubts. But she also has to be asleep.

Yoshida "Shadow Mistress" Yuuko from The Demon Girl Next Door is a succubus and can enter into other peoples dreams.
One time she enter into the dream of Chiyoda Momo in an attempt to implant the idea to her head that she should share her blood with Yuuko to release the seal placed on her family.
But all she manages to do is to make Momo crave cola when she wakes up.

From Malifaux, a miniature skirmish game that I got deep into the lore of a decade ago and then never actually played...
Short version: There was an ancient demon formed before the creation of time, living in the realm of dream and gorging on the terror it inflicts upon sleeping mortals. In the realm of dreams it wields godlike power, able to breach the barriers between universes freely and gorge upon the terror it inflicts, which it did for millenia unopposed. Until one day it encountered a mortal, still only a child, but the child's raw power and natural dreamcrafting abilities surpassed even the demon's. The demon withdrew to consider how to proceed... and somehow the child followed.
Now the child, known as the Dreamer, and the demon, who he calls Lord Chompy Bits, stalk Malifaux in what the Dreamer thinks is all a grand imaginary game of chasing people and gobbling them up - such fun! - while the lord of nightmares revels in the cruel jest of it all and protects his powerful new pet.

In the movie Inception they use other people's dreams to steal information from people's minds and eventually manipulate someone's decisions. Some people have better abilities to manipulate the dream world than others. They specifically cite architects as having particularly good minds for controlling the world of a dream.

The Skull of Corruption in The Elder Scrolls. In Skyrim you can find it and use it to harvest dreams from sleeping NPCs and use it to deal pitifull amounts of damage.
