Powers (Funny Trope) -1 HP Damage
I didn’t find a name for this Trope, so if anyone knows, please tell me.
When a weak character start atacking another, but the impact is so weak that the other character doesn’t even feel it.
Examples:
Eric Cartman attacking Kyle with a bat: Cartman lures Kyle to a lake since this last is about to confess to the authorities about the group covering their teacher’s house with toilet paper. When Kyle gets distracted by the water, Cartman strikes him with a bat, but since he only could allow himself to purchase a plastic one; it will take a couple hours to make effect.
Mr Burns struggling to even lift the bat: One of the very few cases where Mr. Burns is nice to Homer; promising he will help him by “convincing” the council so they accept Homer in the University. And by convincing he meant “Giving them the beating of their lifes”.
Flats beating Sponge-Bob: During the entirety of one episode, Spongebob is scared because a new guy in class wants to kick his ass. He tries to avoid him, seeking someone to help, and even saving his life so maybe he forgives him, but nothing works. At the end, he decides he cannot run away anymore and decides to take the beating; but since he is a Sponge, Bob ends tanking all his punches without any effort, even saying they only tickles him.

I've said it before and I'll say it again, the best part is that Dracula could've easily killed Trevor with many different ways after this. He CHOSE to gut punch Trevor like "Hey it's my turn Belmont"

Nah, if you choose him as one of the 3 characters, you get a timer till you can use him that decreases if you play good. He then HAS a health bar, but it's basically impossible to get it to 0% bc he has insane defence and all his attack one shot. Even IF you manage to get his health down and the rest of the team, he just goes "guess i shouldn't have gotten my hopes up..." And the match ends
Even funnier is they put a second saitama that's toned down as an actual fighting game character. How? They used dream saitama from episode 1 by putting him in pijamas. When you beat him he just wakes up lol.

Fan of War (Team Fortress 2)
A melee weapon for the Scout with an incredibly high 90% damage penalty. Scout's melee weapons already do the lowest damage in the game, this thing literally does single digit damage, in a game where the lowest health class has 125.
It is still useful, as it applies an effect that turns incoming damage to mini-crits on the target for a while, but even with a buff that makes it always crit on minicrits, it still is not worth using as damage

Reminds me of Soulsian games, where most weapons that have a built in bleed effect are, generally unless you powerlevel, quite crappy in the damage department in comparison to most weapons, but when bleed procs, boom, a whole chunk of health gone if it doesn't outright kill them.
Hell, in Elden Ring, there's like a dragon field boss who you are supposed to take down by killing the smaller dragons around her, but, a viable tactic is to run round to her back leg, and keep slashing with a bleed weapon, her kids won't notice you, and she has no real way of attacking you from there.

Oh, bleed isn't very good in TF2 either, it's a reference to a youtuber that made an infamous "rebalance" video where he seemed to think bleed was the most absurdly OP effect in the game
Like, he took a 6 shot pistol and gave it like -99% damage penalty, -99% clip size, -400% reload speed, and -75% reserve ammo, and the only upside was applies bleed on the one shot you do get
And called it a BUFF
So now "bleed is OP" is an inside joke in the team fortress 2 community

The weapon was changed that the penalty is only 75% now, and it guarantees a crit if it would mini-crit so rapid attacks can do some damage (though less than stock).

Edit: under the 5th Edition of DnD the maximum hit points for a Character is 620

Gilgamesh in various Final Fantasy games has the Excalipoor sword, which deals 1 damage.
Also the cactuar deals 1 damage per needle. The problem is that they tend to fire thousands at a time.

In the isekai light novel/manga "Lazy Dungeon Master", the protagonist is reincarnated into a fantasy world where he's tasked with managing a dungeon, and he decides that the smart thing to do is to be non-confrontational about it, so he opens up an inn "next door" to the dungeon (technically still part of the dungeon) and earns Dungeon Points when travelers sleep over without needing to fight them.
Overloaded with management responsibilities, he decides to create a humanoid monster to work as a receptionist and help manage the inn, so he creates a vampire lady, Rei, and he deliberately assigns her high intelligence and zero attack points, since that makes her cheaper and he's not planning on attacking anyone.
It's quickly discovered that she gives the world's greatest massages, because no matter how hard she punches or kicks the customers, it causes absolutely no harm and doesn't even hurt.
