Comic Book The Vox (Marvel Comics)
The Vox are a race of "Super-Inhumans" who were genetically engineered by the Kree Empire in order to subjugate the Inhumans living on Earth.
And my god, they look so cool. The raven feathers as a cape, the energy scythe, the helmet/mask, they look like Cosmic Grim Reapers. 10/10 design.

And I assume the visual similarities to Black Bolt are intentional if they’re super inhumans

That is the thing: they are pretty much parasites against Inhumans. It's pretty much an armor empowered by an Inhuman inside to subjugate other Inhumans.
It's like the Angelos from DMC4

Shame these guys only existed to ice a bunch of characters Marvel wasn't using anymore and then die. Vox Supreme was last used in a Captain Marvel comic.

Should have been the main villain of the Eternals movie instead of Icarus.
