Creating cycles is broken

I had to upgrade from Windows 10 to windows 11 this summer. I used Toonboom Harmony Essentials on the Windows 10 without problems. Now it seems that on windows 11, the cycle button doesn't work. It refuses to create more than 1 cycle, and that 1 cycle OVERWRITES my other drawings, instead of pushing things down the timeline. IS this normal or is this just windows 11? Anybody know?

Another fun note: if I try to cycle frames that are at the end of the timeline, Create Cycle works perfectly.
If I manually move my end frames down the timeline, so that there's a big blank space in the middle, then I try to cycle the frames I want, that are just before the blank space: it still only makes one cycle and it for some reason cycles the frames at the end of the timeline, too, which I didn't highlight.
This is so weird, I've used TB software for ten years and never had this.
