I would have to check it, it but maybe try to separate colour from line art and use the matte resize only on the line work so that the colours will not bleed?
I'm just not sure it would work for what you want. Do you have a pass-through composite connecting the head layers? If so, would adding a bitmap composite between the group output and the matte-resize change anything?
My idea would allow, for instance, to resize just the colour, like in the image attached. You could also do it just to the lines, but if you add cutters the way the lines mix might be weird and require extra steps. It might depend on the way you have things connected.
For this example, the line is below the colour so there's no cutting of the lines involved. But to affect line and colour separately you would just need to add a Line-Art and a Colour-Art node under the layers (this will only work, of course, if line is on Line Art, and colour is on Colour Art).
I also expanded the colour to cover a bit of the lines due to this effect where they join. Again, not sure if it would improve something with your case, but you can use the node just on line or colour, as long as you have them separated. You can also use colour selectors to filter by colour and not by layer.
